Introduction to QS
QS is the abbreviation of food "quality safety". The product with QS mark indicates that the product has passed the mandatory inspection and is allowed to enter the market for sale. This is the food quality and safety market access system based on the food production license system. Specifically, all food production enterprises must pass the mandatory inspection, mark the food production license number on the food package of the smallest sales unit, and print the food quality and safety market access mark ("QS" mark) before they can leave the factory for sale. Those without market access marks for food quality and safety shall not be sold out of the factory. From January 1, 2004, China first implemented the food quality and safety market access system in five food industries, namely rice, edible vegetable oil, wheat flour, soy sauce and vinegar.
QS logo
The market access mark of food quality and safety, that is, the mark of food production license, is expressed by the abbreviation "QS" of "quality safety", and its style is formulated by the General Administration of quality supervision, inspection and Quarantine of the people's Republic of China. It is composed of QS prefix and "quality and safety" Chinese characters. The main color of the sign is blue, the letters "Q" and "quality safety" are blue, and the letters "s" are white.
On September 1, 2005, the order of the General Administration of quality supervision, inspection and Quarantine of the people's Republic of China (No. 79) promulgated the detailed rules for the implementation of quality and safety supervision and administration of food production and processing enterprises (for Trial Implementation). The measures for the supervision and administration of quality and safety of food production and processing enterprises promulgated by the former AQSIQ on July 18, 2003 shall be abolished at the same time《 Article 46 of Chapter V of the detailed rules for the implementation of quality and safety supervision and administration of food production and processing enterprises (for Trial Implementation) "the market access mark of food quality and safety, that is, the mark of food production license, belongs to the quality mark, which is expressed by the abbreviation of" quality safety "in English, and its style is formulated by the AQSIQ (see Annex 2, hereinafter referred to as QS mark)"
Article 47 "the food with the market access system for food quality and safety must be printed (pasted) with QS mark on its package or label before leaving the factory. Those without QS mark shall not be sold out of the factory. "
Since 2001, the market access system of food quality and safety has been implemented in rice, flour, oil, soy sauce and vinegar. From May 1, 2003, the five kinds of food without "food production license" and without printing (pasting) QS mark shall not be sold out of the factory. In the second half of 2003, it expanded to meat products, dairy products, beverages, condiments (sugar, monosodium glutamate), instant noodles, biscuits, canned food, frozen drinks, quick-frozen rice noodles, puffed food and other 10 kinds of food. In the near future, the food quality and safety market access system will be implemented for all foods, including the remaining 13 categories of food.
When consumers purchase the food that has implemented the food quality and safety market access system, they should purchase the food that has been printed (pasted) with QS mark.
QS logo is not only used in the field of food. At present, all products with industrial product production license should be printed (pasted) with QS logo, such as cosmetics. Therefore, it is not surprising to see QS logo on these products.
Food quality and safety mainly includes three aspects
1. Food contamination
At present, with the continuous production and application of various chemical substances, the types and sources of harmful substances are becoming more and more complex. This makes it possible that there are natural harmful substances, environmental pollutants, abuse of food additives and harmful substances produced in the process of processing, storage, transportation and cooking. When the contaminated food is consumed, it may affect the properties of the food, and may also lead to chronic poisoning, or even acute food poisoning. At present, hormone and veterinary drug residues in animal meat are one of the main problems.
2. Quality problems caused by new technology
Such as food additives, production formulation, medium radiation food, genetically modified food, etc. It still needs a process of understanding what kind of impact these foods produced with new technologies will have on the human body.
3. Abuse of food labels
Some illegal vendors often use food labels to cheat consumers. The main means of abusing food labels are as follows: (1) forgery of food labels, such as forgery of production date, false use of factory name and address, false use of quality labels( 2) Lack of warning instructions( 3) Falsely register the functions or ingredients of the food, and show the functions or ingredients that the food does not have with boastful methods( 4) The lack of Chinese labels, imported food and even some domestic food, the use of foreign language labels, so that Chinese people can not identify.
The food market access system includes three aspects
1、 Food production license system. Food production enterprises must obtain the food production license issued by the state, otherwise they may not produce food.
2、 Compulsory inspection system. Food production enterprises must conduct self inspection on their products, and only after passing the inspection can they leave the factory. The quality supervision department shall carry out regular supervision and inspection on the products of the certified enterprises, and tighten the inspection on the unqualified products.
3、 QS marking system. Enterprises with food production license shall use QS mark on product packaging.
QS mark is only one aspect of the implementation of food market access system, which represents three contents
Corporate statement. The enterprise has obtained the food production license, and the product has been approved by the state and has the market access qualification.
Enterprise certification. This product has passed the inspection.
Enterprise commitment. If there is any quality problem in the product, the enterprise shall bear the legal responsibility. Therefore, when consumers buy products, as long as they buy products with QS logo, they will get the safe food recognized by the state.
Which foods carry out QS certification
Where there is a food business project outside the centralized trading market, the sales stores in the places where the township and above governments are located and the districts under the jurisdiction of the streets and communities shall not sell the food that should have obtained but not obtained the "QS" certification.
